Lead Financial Incentive Program: Grant & Loan Application
The City’s Private Lead Service Line (LSL) Incentive Grant Program offers up to $1,500 to eligible property owners to offset the cost of LSL replacement. Furthermore, the City offers an interest-bearing loan to property owners for eligible work.
Please Note: You may request a grant of up to $1500 of your estimate and you may request an interest bearing loan of up to $3000 of your invoice. Some conditions apply. The grant and loan amounts will be advanced in one payment and directly transferred to the contractor.
- What is Eligible Work?: Cost of labour, excavation, connection to the curb stop, relocating or connecting internal plumbing and pipe materials only
- What is Not Eligible?: Costs such as repaving either partially or in its entirety a driveway, landscaping or any other costs deemed by the General Manager and/or designate to be unnecessary for the explicit replacement of the owner’s lead service line.
At the property owner’s request, the loan may be combined with the grant. The grant and loan amounts will be advanced in one payment and directly transferred to the contractor.
The amount of each loan will not exceed a maximum of $3,000 towards the replacement of private lead water service pipes. The loan amount with interest will be transferred to the owner(s) Water and Wastewater account, payable over a period of five or ten years. The loan with interest will be applied as a special charge (“Lead Water Service Replacement Loan”) on the Water and Wastewater bill. The interest on the loan is fixed for the duration of the loan as per the five or ten year lending rate set by Infrastructure Ontario. In the event of property transfer or disposition, the outstanding balance of the principal loan amount and interest shall be immediately payable.
